The Information and Education division of the Watershed Management Section at the Kansas Department of Health and Environment has many services available to assist you with your I&E needs. Some of the services available are: 1. Becoming a part of your next or first Water Festival through planning, ideas, and information sources. 2. Volunteering or presenting at your festivals or community outreach events. 3. Providing promotional items. 4. Providing brochures or handouts on various water quality issues for children and adults. 5. Assistance with brochures or press releases 6. CWN Grant money up to $2500.00 for Conservation Districts to perform I&E Outreach. New grant application period starting October 2008. SCC Cost-Share Programs Reminders & Updates § June 30, 2008 is the last day of FY 2008. All transactions must be submitted for approval in CSIMS no later than 1 p.m. on June 30, 2008 for processing to occur in FY 2008. § CSIMS will be shut down for all encumbered year contracts (FY 2006, FY 2007, and FY 2008) from June 30 at 1 p.m. until approximately July 28, 2008. This will allow for the Division of Accounts and Reports to balance and encumber these program funds. § The SCC Commissioners will be approving FY 2009 county allocations at the May 12, 2008 Commission meeting. FY 2009 county allocations will be entered in CSIMS on or before May 16, 2008. A statewide email will be sent notifying districts. § Also at the Commission meeting, Commissioners will be reviewing for consideration extending FY 2007 encumbered contracts. No doubt the Commissioners will extend FY 2008 cost-share contracts based on supervisor’s recommendations (except NPS OSW and AWP project types). Districts will need to submit the OSW and AWP contracts for final payment or cancellation by June 30, 2008. If OSW and AWP contracts were approved with reallocated funds, the contract must be submitted for final payment or cancellation by June 20, 2008. § The target date to have the Programs Manual updated via CSIMS is no later than May 23, 2008. A statewide email will be sent notifying districts. § The target date for the FY 2009 CS-2 and Ranking Worksheet to be ready is no later than May 30, 2008. At that time, county users should make necessary updates. A statewide email will be sent notifying districts. § The contract setup (CS-3) for FY 2009 may begin on July 1, 2008. At that time, contracts can be submitted to SCC for approval (after CS-2 has been approved). However, you can enter landowner information in the Landowner Information Table at anytime for the new contracts. § Beginning in FY 2009, there will be a fall cancellation and reallocation. The cancellation will always occur on the 1st Friday in December, and the reallocation around the 15th of December. § FY 2009 cost-share payments will be paid on computed cost (county average cost x’s cost-share % rate), and not the landowner actual cost. So it is crucial to have the county average costs up-to-date. Conservation Districts will still need to obtain copies of the landowner bills. The landowner actual cost will be captured under the Benefits of Treatment. § FY 2009 policy will include the Disaster Cost-Share Assistance Fund. This fund will provide state cost-share assistance to landowners that need to replace disaster event damaged or destroyed conservation practices. § Based upon adoption of the KACD resolutions, all watering development practices in the WRCSP and NPSPCP will be eligible for cost-share when there is a need for the initial watering place. This also applies when there is a need for a replacement of an existing watering place but only in the WRCSP. § The following practices will be added in FY 2009 WR and NPS cost-share programs: - Animal Mortality Facility–Practice Code 316 (containment facility to protect quality) (NPS only) - Closure of Waste Impoundments–Practice Code 360 (closure of abandoned facilities) (NPS only) - Composting Facility–Practice Code 317 (containment facility to protect water quality) (NPS only) - Brush Control Management–Practice Code 314 (eastern red cedar, thorny locust, osage orange, sandhill plum, prickly pear & yucca) - Prescribed Grazing–Practice Code 528 (follow EQIP Incentive program) - Residue Management No Till–Practice Codes 329A (addition to existing or new EQIP contract; education funds for no-till workshops and funds for No-Till on the Plains Conference) - Windbreak/Shelterbelt Establishment–Practice Code 380 (includes farmstead windbreak) - Windbreak/Shelterbelt Renovation–Practice Code 650 (includes farmstead windbreak) Water Quality Buffer Initiative Program § The following counties are approved to receive WRAPS 319 funding to support the buffer coordinator positions: Clay, Dickinson, Doniphan, Douglas, Franklin, Geary, Jackson, Jefferson, Marshall, Miami, Morris, Nemaha, Pottawatomie, Riley, Shawnee, and Washington. § SCC will be dispersing Water Quality Buffer funding in July. The exact amounts have not yet been determined, but payments are expected to be close to what they were in FY 2008.
